Latindadd frente a la emisión de US$ 650 mil millones de dólares en DEG del FMI
Hoy, 23 de agosto del 2021, el Fondo Monetario Internacional (FMI), por mandato de sus integrantes, asigna US$ 650,000 millones en equivalentes a Derechos Especiales de Giro (DEG) debido a la emergencia mundial de la Covid-19. Aunque se produce luego de un año y medio desde que la Organización Mundial de la Salud declarara la pandemia en marzo del 2020, se trata de la más alta asignación de activos de reserva en la historia de la entidad.
Latindadd saluda esta medida que ha sido fruto también de las demandas de la sociedad civil global. Sin embargo, estos recursos aún son insuficientes. De acuerdo a las estimaciones que Naciones Unidas ha realizado para los países de ingresos medios y bajos, se necesitan entre 2 y 3 billones de dólares para cumplir con los Objetivos del Desarrollo Sostenible. Es decir, cinco veces más de lo que representa la emisión actual. Asimismo, el mismo FMI ha calculado que para 2022 los países emergentes ya no tendrán apoyo fiscal para superar la crisis, lo que amenaza con otra década perdida para la región.
Por estas razones, desde Latindadd y las organizaciones que la conforman, se insiste en dos aspectos primordiales en la asignación de DEG:
- Que los países que no tienen problemas de reservas internacionales deben pedir a sus bancos centrales que los recursos puedan ser usados fiscalmente, atendiendo las necesidades más apremiantes en materia social y sanitaria. Es decir que se transfieran los DEG, usando diversos mecanismos, al presupuesto público.
- Que los países ricos que no necesitan usar los DEG emitidos, los reasignen al resto de países, para que tengan un campo mayor de apoyo fiscal.
Apenas comienzan estos debates y es importante que las organizaciones sociales y sindicales de América Latina continúen incidiendo frente a sus gobiernos para el mejor uso de estos nuevos recursos, en evitar que la región siga cargando con los mayores costos de la pandemia.

New resources, but still insufficient
Latindadd on the issuance of US $ 650 billion in SDR by the IMF
Today, August 23, 2021, the International Monetary Fund (IMF), by mandate of its members, allocates US $ 650,000 million in equivalents to Special Drawing Rights (SDR) due to the global emergency of Covid-19. Although it occurs after a year and a half since the World Health Organization declared the pandemic in March 2020, it is the highest allocation of reserve assets in the entity´s history.
Latindadd welcomes this measure, which has also been the result of the demands of global civil society. However, these resources are still insufficient. According to estimates made by the United Nations for low- and middle-income countries, between 2 and 3 trillion dollars are needed to meet the Sustainable Development Goals. That is, five times more than what the current issuance represents. Likewise, the IMF itself has calculated that, by 2022, emerging countries will no longer have fiscal support to overcome the crisis, which might imply another lost decade for the region.
For these reasons, from Latindadd and the organizations that comprise it, we insist on two fundamental aspects in the allocation of SDR:
- That countries that do not have international reserve problems should ask their central banks that the resources can be used for fiscal policy purposes, meeting the most pressing needs in social and health matters. In other words, the SDRs are transferred using various mechanisms, to the government budget.
- That the rich countries that do not need to use the newly issued SDRs, reallocate them to the rest of the countries, so that they gain greater fiscal space.
These debates are just starting and it is important that social and trade union organizations in Latin America continue to influence their governments to make the best use of these new resources, to prevent the region from continuing to bear the higher costs of the pandemic.
